NASA SEWP VI (Solutions for Enterprise-Wide Procurement) is a Government-Wide Acquisition Contract (GWAC) providing Federal Agencies and their approved contractors access to Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services.

PCi Tec is a NASA SEWP VI Category A Contract Holder, providing Federal customers access to in-scope technology solutions through the SEWP acquisition vehicle.

SEWP V Surcharge: 0.34% on all contract orders.

About SEWP VI

Description:

The NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced “soup,” provides the latest Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services for all Federal Agencies and their approved contractors.

Created in 1993, SEWP was the first Government-Wide Acquisition Contract (GWAC) in the federal acquisition space. Originally, the contract vehicle provided technology products for NASA and all other agencies. SEWP has continually evolved over the past 30 years, expanding its scope to meet the requests of its customers.

The SEWP vehicle represents acquisition innovation within the Federal Government. The program is self-funded through usage fees (0.34%) and provides all Federal Agencies with acquisition support.

A.1.13 FAIR OPPORTUNITY AND REQUESTS FOR QUOTES
Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office. 

The contractor shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all government end-users.

If the Government issues a Request For Information (RFI) as part of market research, the Contractor may provide items not yet listed on
their SEWP contract as part of a market research quote if:


1. all such items are clearly marked as not yet available on their SEWP contract; and


2. the contractor submits a technology refreshment request to add those products to their contract If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the Contractor may only respond with items available on their Contract and the price of each item shall be the no greater than the price in Attachment F SEWP database of record at the time the quote is issued.

If the Contractor has insufficient items on their contract to fully respond to the Formal RFQ, the Contractor must respond with a No Bid.

Unless the RFQ specially allows for partial quotes, the Contractor must respond fully to all requirements specified in the RFQ.

When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid. The contractor shall honor any order submitted within the stated time period of a quote.

When responding to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system, the Contractor must respond as outlined in Attachment C: Contract Holder User Manual (CHUM).

Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP requirements. This includes Contract Holders providing third parties with SEWP information and requirements for the purpose of assisting companies, that are not SEWP Contract Holders, with providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ on-line quoting system.

 

 

 

 

 

Solutions for Enterprise-Wide Procurement (SEWP, pronounced “soup”) is a multi-award Government-Wide Acquisition Contract (GWAC) providing Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services to Federal Agencies and their approved contractors. SEWP VI is the sixth generation of the SEWP contract vehicle administered by the National Aeronautics and Space Administration (NASA).

SEWP VI provides Federal Agencies and their approved contractors access to a broad range of Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services. Available solutions include IT hardware, software, cloud-based solutions, networking and communications technologies, cybersecurity solutions, storage, peripherals, audio-visual technologies, and related IT solutions. SEWP VI also includes services that support the acquisition, implementation, maintenance, and operation of in-scope technology solutions.

SEWP VI is available for use by all Federal Agencies and their approved contractors. As a Government-Wide Acquisition Contract (GWAC), SEWP VI provides Federal customers with access to Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services.

SEWP VI provides Federal Agencies and their approved contractors with an efficient acquisition vehicle for obtaining Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services. The SEWP program provides acquisition support to Federal customers and offers access to pre-competed Contract Holders through a Government-Wide Acquisition Contract (GWAC).

SEWP VI supports fair opportunity at the individual order level through the SEWP RFQ tools, helping Federal customers conduct market research, obtain competitive quotes, and acquire solutions that meet their requirements.

SEWP VI allows agencies to establish Strategic Storefronts and BPA Storefronts to define offerings aligned with their strategic requirements. Storefronts may be established across all three SEWP VI Categories based on individual Agency requirements. Additional guidance regarding Strategic and BPA Storefronts will be provided by the NASA SEWP Program Management Office.

Request for Quote: The NASA SEWP Quote Request Tool (QRT) is the recommended method for submitting Requests for Information (RFI), Market Research Requests (MRR), and Requests for Quote (RFQ).

All products, services, and other offerings quoted by PCi Tec must be available on PCi Tec’s SEWP VI contract at the time of quote and priced at or below the applicable contract price. All resulting orders must be routed through the NASA SEWP Program Management Office prior to fulfillment.

NASA’s current SEWP VI guidance specifically confirms the QRT is the recommended method, although customers may use alternative methods, and that resulting orders still must go through the SEWP PMO.

Policy and Procedural Information Regarding Installation, Basic Warranty, Extended Warranty, Technical Support, Software Support, and Other Post-Delivery Issues

Installation – Installation services may be provided in support of in-scope ITC/AV technology and solutions available through PCi Tec’s SEWP VI Category A contract.

Basic Warranty – Basic warranty coverage is specific to the applicable manufacturer’s product and the warranty terms associated with that offering.

Extended Warranty – Extended warranty and maintenance options may be available based on the applicable product, manufacturer, and SEWP VI contract offering.

Technical Support – Product manufacturers maintain technical support resources to assist customers with product-related issues covered by applicable warranty or support agreements. PCi Tec can assist customers with coordinating manufacturer support and resolving post-delivery issues.

Software Support – Software support, maintenance, patches, upgrades, and related support are provided according to the applicable software publisher’s terms and the specific SEWP VI contract offering. PCi Tec can assist customers with coordinating software support and resolving related issues.

Troubleshooting a Problematic Order

Customers experiencing an issue with a SEWP VI order should contact PCi Tec for assistance. PCi Tec will work with the customer, applicable manufacturer or provider, and the NASA SEWP Program Management Office, as appropriate, to assist in resolving order, delivery, warranty, technical support, or other post-delivery issues.
